The Town of Sullivan’s Island is soliciting proposals from qualified consulting firms specializing in historic preservation, historic preservation architecture or related field to assist in developing Historic District Design Guidelines for the Town’s local and National Register Historic Districts, historic resources included within the Historic Preservation Overlay District (HPOD) and new infill construction or additions within historic districts. These design guidelines are designed to protect properties that have been determined to be architecturally, archaeology, culturally or historically significant to the Town of Sullivan’s Island.
Resilience and Sea Level Rise Adaptation Plan

The Town of Sullivan’s Island is seeking proposals from qualified consultants to prepare a Resilience and Sea Level Rise Adaptation Plan that aligns with the goals and objectives of the Town’s Comprehensive Plan; regional and statewide planning efforts; the Town’s Stormwater Master Plan (currently underway) and ongoing federally funded grant projects to improve drainage. The Plan will produce clear strategies to identify, assess and plan for potential impacts of sea level rise and other environmental hazards, which will serve as a framework for guiding local investments in flood mitigation projects and policies.
Island-Wide Stormwater Master Plan and Infrastructure Improvement Strategy
The Town of Sullivan’s Island, South Carolina requests proposals from qualified consulting firms for a comprehensive island-wide stormwater master plan; formal report of the existing drainage system; and, a prioritized list of drainage infrastructure improvements. The scope of work below requires the consultant to provide all labor, materials, equipment, and supervision necessary to perform the services as detailed. The purpose of this Request for Qualifications (“RFQ”) is to solicit proposals from various consultants detailing their skills and experience, to solicit a detailed and extensive project evaluation based on criteria listed herein, and to select the candidate who can best meet the needs of the Town.

Island-Wide Stormwater Drainage Improvement
The Town of Sullivan’s Island is issuing this Request for Qualifications (RFQ) for a qualified civil engineering firm to provide a full range of engineering services to improve the functionality and capacity of stormwater drainage in four separate service areas of the Island: Station 16, Station 25, Station 28.5 and Station 31 watersheds. The project’s proposed scope and construction activities generally consist of increasing conveyance for stormwater main lines, making ancillary improvements to lateral lines, and incorporating tidal backflow prevention and manufactured treatment devices (MTD) at each outfall. A more detailed project description is noted in the SCIIP Application awarded by the South Carolina Rural Infrastructure Authority (RIA) through the South Carolina Infrastructure Investment Program (SCIIP); Grant #A-23-C188 and RIA State Grant #S-23-C188.

Master Plan for Stith Park
The Town of Sullivan’s Island invites responses from qualified, experienced professional design engineers/consultants to develop a universally accessible and ADA compliant playground design and Master Plan for Stith Park. Council has authorized staff to proceed with negotiating a contract that would engage Thomas and Hutton Engineering as the firm to design a master plan for Stith Park. Stith Park Master Plan Charrette 1- September 21, 2023
The Town of Sullivan’s Island invited residents, property owners, and business owners to attend a meeting on September 21, 2023 to provide input on the development of the Stith Park Master Plan. This was the first of several meetings to receive input that will enhance the property and recreation opportunities. During the second meeting we continued to receive valuable input from local constituents about the overall design for Stith Park.
Historic Resources Survey
This Request for Proposals (RFP) invites responses from qualified, experienced professional historic preservation consultants to update the Town’s historic resources survey. The project is funded, in part, by a grant from the National Park Service, administered by the South Carolina Department of Archives and History (SCDAH). An update of the Town of Sullivan’s Island Historic Resources Survey is essential in maintaining the Town’s Historic Preservation Overlay District, which is designed to protect properties that have been deemed architecturally, archaeology, culturally or historically significant to the Island. The purpose of this project is to complete a comprehensive Town-wide survey of existing designated historic properties (within and outside of existing historic districts); review of all previous historic survey work; and evaluate existing non-designated properties for potential inclusion in the Historic Preservation Overlay District (HPOD). Information Technology Services
The Town of Sullivan's Island is seeking proposals from qualified Information Technology Support service companies. Consultants will provide ongoing software, hardware, communications, cybersecurity and network support services. Additionally, we would require assistance in procuring new hardware and software as well as vendor management. Questions regarding the proposal should be directed in writing to Mary Poole at firstname.lastname@example.org. The deadline for questions is 2:00 p.m., April 24, 2023.
