The Town of Sullivan’s Island is very pleased to announce the following information with regard to its employees:

Deputy Administrator

Effective immediately Joe Henderson has been promoted to the position of Deputy Administrator.  In this capacity he will assist the Town Administrator in the day-to-day operation of the Town. Since 2013 Joe has served as Director of Planning and Zoning for Sullivan’s Island. Previous experience includes serving as Zoning Administrator and Interim Planning Director for the City of Conway and GIS technician for Horry County IT Department. Joe holds a master’s degree in Public Administration from Clemson University and the College of Charleston and bachelor’s degree in Political Science from Coastal Carolina University. He lives in Mt. Pleasant with his wife and two children.

Director of Planning and Zoning

Charles Drayton will serve as the Director of Planning and Zoning for the Town of Sullivan’s Island. His responsibilities will include but not be limited to providing advice, guidance and interpretation of the zoning ordinance to members of Council, residents and members of various boards and commissions; review and update the Town Comprehensive Plan; review and comment on building plans submitted by residents; enforcement of the Town zoning ordinance; research and maintain knowledge of legislation and current case law pertaining to zoning issues; make recommendations to revise and update the zoning ordinance; assist the Town Administrator and Deputy Administrator with planning strategies for the Town and other like duties.

Prior to Sullivan’s Island, he spent the past eight years working as a city planner for the City of North Charleston focusing on various long-range comprehensive planning efforts, transportation planning and handling all of the daily activities of the growing municipal planning department. He served as principal staff member to the City’s Planning Commission, the City’s Flood Wise Action Group and liaison to multiple regional committees.

Charles is a native of the Charleston area who now lives with his wife and four children in Mt. Pleasant. Growing up in the lowcountry he recalls spending time with his family on the beach at Sullivan’s Island and throughout the grounds of his family’s ancestral home Drayton Hall where he learned about historic restoration and taking a keen interest in the fields of historic preservation, geography and urban planning.  He graduated from Bishop England High School and attended the University of North Carolina at Charlotte and Appalachian State University, receiving degrees in geography and architectural studies.
