Meet the Maintenance & Stormwater Department

Scotty Sanders- Maintenance Supervisor

As a Mount Pleasant native, Scotty started working for the Town in June of 1998, making him one of the most experienced members of the Sullivan’s Island workforce. As Maintenance Supervisor, he oversees the maintenance of Town property and facilities and plays an integral role in the Town’s stormwater management and maintenance operations. His institutional knowledge and experience are valuable assets to the Town and contribute significantly to the day-to-day operation and maintenance of Town infrastructure. He is a proud father, basketball enthusiast and volunteer firefighter for Sullivan’s Island. Scotty can be reached at ssanders@sullivansisland.sc.gov.

JD Mann- Maintenance Technician

JD was born and raised in the Charleston area. He works closely with his department head to continually maintain Town properties and infrastructure. JD works diligently to keep the Island clean and beautiful. He graduated from Oceanside High School and enjoys boating and hunting in his off time from the Sullivan’s Island Maintenance & Stormwater Department. Joe Garavelli- Stormwater Management Maintenance Technician

Joe joins the Town of Sullivan’s Island’s newly established Stormwater Department, bringing experience in stormwater management, MS4 compliance, sustainable water quality, drainage and infrastructure assessments, GIS Mapping, and erosion control measures.

Additionally, Joe has completed specialized stormwater education and professional training through Clemson University, including Stormwater Post Construction Best Management Practices, CEPSCI, and Master Pond Manager Licenses. His experience spans both the field and planning sides of stormwater management, from inspecting drainage systems and identifying infrastructure deficiencies to developing practical solutions for flooding, erosion, water quality, and long-term maintenance.

With a strong passion for stormwater and coastal resilience, Joseph is excited to bring his experience to Sullivan’s Island and contribute to the Town’s current and future stormwater initiatives. He looks forward to helping strengthen the Island’s approach to stormwater management through proactive maintenance, innovative solutions, and thoughtful planning, with the goal of building a more flood-resilient Sullivan’s Island for the future.
